If 28th February is a predicted date with + or - one day window ie one day prior and one day after than
27th FEBRUARY 2019.... previous day
And
1st March 2019 .....next day
Both should be included in window period
And a quake on
27th Feb,28th Feb or 1st March should be counted as a hit
