Failure of plate tectonics

 Here is a hypothetical situation.

You are secretary of a co op hsg society.
You have appointed a security agency for security of the society.
The incharge of the company ,when asked about ,the possibility of theft ,after appoi ting the firm,reply like this,
" There is no gurantee that,the theft will not occur, after appointing his firm.In fact , there are fair amount of chance that tge theft will occur either tomorrow or after few months or may be few years."
Now  how do you handle such situation.
  Woukd you like to spend hard earned money of your society members ,over this security firm?
The irony of our seismology  is that, we as tax payers are using our money to fund the reserch and forecast of major earthquakes
However ,the seismologist firmly says that ,they can not predict earthquakes.Not only this ,they also say the devastating quake will occur either tomorrow or after 500 years.
  The human psychology says, we can not perform a task which we firmly believe that can not be performed by any means and all efforts.
  The plate tectonics theory ,base of seismology ,firmly believe that the earthquakes can not be predicted.
How and why ,thw Govt spent the hard earnwd money on a theiory ,which is clueless and helpless?
Why the Govt can not spend half of the ,hard earned tax pryaers money on new ,out of the box theories ,which are showing some good promise
