How come such mismatch in quake data?

A quake of 3.3 at Nepal today at 15.08 UTC  at 87 degrees East as per one of the app ,( which also says it is verified),which is not there as per USGS data.

 How come such mis match of data

  With a series of Seismometers spread all over globe capable of measuring even 1 magnitude quake, why such problem arises?

   Seismologist in general and USGS in perticular asks for accuracy of magnitude, from those who predict the quakes.  However, they themselves have no idea of the fact that whether the said quake actually occured or not. 

The height of the problem is such data mismatch after the quake have already been occured,and you ask us to be accurate on all three counts..

1) Date and time

2) location/epicenter 

3) magnitude
